Bio

Ms. Swain joined The U. T. System in January 2005 as Director of Investment Oversight in the Office of Finance, with a main purpose to help the Board of Regents fulfill its fiduciary duty to prudently manage more than $23 billion of endowment and operating assets that are managed day-to-day by the University of Texas Investment Management Company (UTIMCO). Her duties involved synthesizing, interpreting, and communicating complex policies and investment information to enhance transparency and facilitate informed decision making by the Board of Regents, the Chancellor, and Regental Directors of UTIMCO. Ms. Cathy Swain assumed her current duties in September 2007. Her responsibilities include managing the Texas Ignition Fund (TIF); coordinating activities related to the Texas Emerging Technology Fund (TETF) and Regional Centers of Innovation and Commercialization (RCICs) to expand university impact on economic development; creating and delivering the Ideas on Fire! entrepreneurship lecture series; developing strategies to access venture capital and angel investment for U. T. System startup companies; and enhancing communications to inspire synergies among campuses and their communities. Ms. Swain’s extensive prior career focused on investment banking and managing alternative private and venture investments primarily for large institutions. She also served a regional Community Development Corporation (CDC) as Vice President of equity investments (venture capital) and later as Senior Vice President and Chief Financial Officer, served on the Vermont Governor’s advisory task force in the formation of the Vermont Venture Capital Fund, and was CEO of a regional company. She has written and implemented several business plans; served on investment committees; managed portfolios as large as $2.0 billion; performed due diligence, valuations, and investment manager searches; taught professional workshops and college courses; authored published articles; and contributed in finance industry associations. Ms. Swain earned her BA in economics (Highest Distinction, Phi Beta Kappa) and MS in finance (Highest Distinction, NDEA Fellow) from the University of Illinois, and subsequently completed post-graduate studies at the Stanford University Graduate School of Business. She holds Chartered Financial Analyst (CFA) and Accredited Investment Fiduciary AnalystTM (AIFA®) professional designations.

Neil Iscoe

Bio

Dr. Iscoe is an experienced entrepreneur, having founded his first technology company, Statcom, in 1979. Formerly he was founder and CEO of eCertain, a company that sold secure transaction solutions for legal and financial markets. Prior to founding eCertain, he was the Division Manager of Advanced Technology for EDS. In this capacity, he established and managed an R&D laboratory, developed and deployed software technologies that increased revenues for EDS business units, evaluated technology acquisitions, and built an operational Financial Trading and Technology Center at The University of Texas at Austin. Dr. Iscoe has also worked as a researcher at the Microcomputer and Electronics Consortium (MCC), where he focused on methods of improving software development practices and conducted field studies of large software projects that included telephony, defense, and enterprise applications. Dr. Iscoe has an engineering degree from the University of Wisconsin and an M.S. and Ph.D. in Computer Sciences from The University of Texas at Austin. He remains an adjunct professor at UT in the Computer Sciences department. Appointed by Texas Governor Rick Perry, Dr. Iscoe serves on the Texas Product Development and Small Business Incubator Advisory Board and was a founding member of The Central Texas Regional Center of Innovation and Commercialization Executive Advisory Board. He has also served on the Texas State Strategy on Advanced Technology team and on the Texas Information and Computer Technology Industry Cluster team. Dr. Iscoe was a founding member of the Austin Technology Council and is a frequently requested speaker at international conferences and programs

Olivier C. Wenker

Bio

Since 2001, Dr. Wenker is M. D. Anderson Cancer Center’s Director of Technology Discovery. In this function, he has created a novel support mechanism for clinical and research faculty. He regularly meets with faculty members to find out about the research they are conducting. After identifying promising new technologies, he creates multidisciplinary project teams (Biotech SWAT teams) and guides the faculty toward commercialization. He trains the faculty to make businesslike presentations in front of a Technology Review Committee and to apply for internal funding. The funds are managed by his office and are used to bridge the gap in early to mid-stage technology development and move technologies towards or past phase I studies. He developed this concept to decrease the business risk of early-stage emerging technologies, to bridge the funding gap, to improve intellectual property, and to increase the likelihood for the University of Texas to license or spin out these new technologies. The program is now in its 5th year and has been considered as highly successful in regard to changing the faculty culture towards supporting research and technology transfer as well as in regard to returning the investments back to MD Anderson. This novel support and funding mechanism for technology development and transfer is quite unique in the United States and Dr. Wenker is currently one of the leaders of a steering committee representing a group of academic technology transfer leaders, venture capitalists, foundation presidents, government representatives, lawyers, and representatives from industry trying to implement a similar funding system on national/federal level. Dr. Wenker also analyses different operations within MD Anderson in order to optimize their overall performance incl. faculty usage and satisfaction, operational efficiency, budgeting, and integration into the overall research and hospital operation. This kind of work typically includes the creation of short-term fixes as well as the proposal of mid and long term strategies. Dr. Wenker started his career as an anesthesiologist in 1985. He is triple European board certified in anesthesiology, critical care medicine and emergency/disaster medicine and holds the title Professor of Anesthesiology. Dr. Wenker served many years as emergency/trauma physician on board rescue helicopters, ICU airplanes, ambulances, and emergency physician vehicles. He was trained to work as a trauma field physician, rescue diver, disaster medicine triage and lead physician, and served many years as chief of a medical team for special police forces. He was involved in over 700 rescue missions and worked in some of these missions under extreme conditions. In 2004, Dr. Wenker earned a Master of Business Administration degree from the Jones Graduate School for Management at Rice University in Houston, Texas, receiving the prestigious Jones Award for Academic Excellence. Dr. Wenker’s special interests involve electronic publishing and the use of digital information for education. In 1996, he founded “Internet Scientific Publications, LLC.” This online platform became the world’s largest independent electronic medical publishing house. Approximately 26,000 daily readers enjoy the free medical content offered by the site. Dr. Wenker created and launched 74 online journals in the past twelve years. He assembled over 1,200 international editors and reviewers and closely collaborates with over 60 editors-in-chief. For two consecutive years he won the esteemed ASA (American Society of Anesthesiologists) “Exceptional Merit for Outstanding Education in Anesthesia Award.” In addition, he won over 20 awards for his online journals. Most recently he received the Golden Web Award presented by the International Association of Webmasters and Designers. Dr. Wenker is also involved in the use of nutritional products for general health and disease prevention.

John B. Hoopingarner
( Executive Vice President, Emergent Technologies, Inc. )

Bio

Mr. Hoopingarner joined Emergent Technologies, Inc. in May 2000, as Vice-President, New Business Development. His primary responsibilities were developing markets for MedSynergy and identifying and developing new opportunities for potential commercialization using the Emergent Technologies business model. In May, 2001, he was promoted to Executive Vice President, Portfolio Companies Operations and in this assignment directed the routine business between the companies, their university partner, and their clients. He continues to serve as President of Hyalose, L.L.C. and was recently promoted to President of the Services Division which mission is to partner the company’s “Launch Engine” services and expertise with local and regional funding groups in the Southwest. His business development experience comes from the upstream oil and gas services industry in various domestic and foreign assignments for Dresser Industries and Brown & Root. He also served in several managerial positions in operations, sales, engineering, and personnel development for SEDCO Inc. and Sedco Forex-Schlumberger around the world. Mr. Hoopingarner is currently serving in his second year on the Greater Austin Chamber of Commerce BioAustin Council. He also serves on the Oklahoma Health Center Foundation CEO Committee. Mr. Hoopingarner earned a B.S. in Civil Engineering from Southern Methodist University.
