This series on Investing in International Innovation will be moderated by Randy Mitchell, International Trade Strategist for Private Equity at the U.S. Department of Commerce. Each month we will look at a different market of interest to U.S. investors and innovation professionals.

This month, experts will address the trends in the French innovation economy.

Didier Chaton
(Program Manager - International Department of OSEO Innovation)

Bio

Didier Chaton has been working in the technological innovation supporting and financing environment since the beginning of the eighties . He started as project analyst in the “ Institut pour le Développement de l’Innovation ( INODEV- Paris)”. Then he joined the French Agency for Innovation ( Anvar ) where he assumed different jobs :
  • financing companies , focused on start ups ,
  • building strong relationships between Anvar and venture capitalists, business angels in order to bring financing solutions to innovative companies,
  • coordinating investment fora in Europe within the TAFTIE network with the support of the European Commission
  • deputy director for Anvar Brittany Office

Presently, Didier Chaton is working at the International Department of OSEO innovation, particularly as Program Manager in charge of bilateral programs with Canada, Israel, Russia and the United States. Didier Chaton is a graduate of the University Paris I Panthéon - Sorbonne ( Economics ).

Emmanuelle Deponge
(Investment Manager - OTC Asset Management)

Bio

Engineer in biotechnology and holding a PhD in molecular biology, and with a post-graduate level in Industrial Property, Emmanuelle Deponge, cumulates more than 15 years of experience in the Life science sector, in particular within the framework of the licensing in & out, the technology transfer and the management of patents portfolio. She had various missions in several academic and industrial organizations in particular as Alliance Manager of a biotech company in the field of gene therapy and as Technology Transfer Director of the health products at the Curie Institute.

In 2007, she joined OTC Asset Management, an independent venture fund company, in charge of the life science sector. The fund manages more than 300 million euros and invests in equity of private companies in Europe. Currently, OTC Asset manages a portfolio of more than 80 private companies in IT, biotech, web, industrial sectors, etc. The team at OTC Asset Management was awarded in the year 2007 the better team of Venture Funds, classified with the 1st rank of the most active funds in terms of number of investment in France and within the 11th rank in Europe (source Library House - 31.01.08

Sébastien Payen

Bio

Sébastien holds a Ph.D. in Mechanical Engineering from the University of California at Berkeley and a Management of Technology certificate from Haas Business School. His Ph.D. work included the development of sensors, micro-technology and polymer materials. As part of his work, he designed novel micro-biosensors to detect changes in pH using plastics and polymers, resulting in one US and international patent. In addition to his PhD, Mr. Payen is a Mayfield Fellow 2006. Prior to coming at UC Berkeley, Mr. Payen served one year in the French Navy as a deck officer on a mine-hunter. He also worked as a scientist and process engineer in a small biotechnology start-up in the Bay Area between June 2003 and May 2004. Mr. Payen received his Master of Sciences from the Department of Mechanical Engineering at UC Berkeley in May 2003. In July 2001, prior to coming at UC Berkeley, Mr. Payen graduated from Ecole Polytechnique, one of the top engineering schools in France.

Géraldine Quetin
(Project Manager - Young Entrepreneurs Initiative, Office for Science and Technology of the French Embassy)

Bio

Geraldine Quetin spent 10 years in the business incubation environment (creation of an incubator in Paris, then manager of another incubator in Sophia Antipolis - France). She previously worked in Paris and London as a bank credit analyst and in the Parisian venture capitalism affairs. She offered instruction in entrepreneurship and business planning at the University of Nice in France. Geraldine has also served as a board member of various regional and national associations related to economic and business development. As a reservist for the French Navy Geraldine is a lieutenant in charge of public relations and communication. She received her Master degree in Innovation and Technologies Management from Dauphine University of Paris-France.

Randy Mitchell
(International Trade Strategist for Venture Capital, Senior Adviser for Entrepreneurship, U.S. Department of Commerce)

Bio

Randy Mitchell joined the International Trade Administration in June 2001, from the private sector where he had a history of entrepreneurial development in Russia, Japan, and the United States. From 1997-2001 he was founder of a start-up e-commerce company exporting U.S. consumer goods to the Japanese. In that position he built a management team that included former Fortune 500 executives including the former Chairman, CEO and President of Avon Japan. Along with his team he raised $3.5 million in venture capital financing and built strategic partnerships with some of the largest companies in Japan and the United States.

Mr. Mitchell resided in Russia from 1992 through 1996, where he built distribution networks in Moscow and St. Petersburg for U.S. and Scandinavian food and beverage brands such as Nestle (Findus), Sara Lee, Anheuser-Busch, Tyson, Subway, Campbell Soup, and others. This included working with Russian entrepreneurs in distribution, retail, and food service.

Mr. Mitchell is currently the U.S. government official responsible for private equity / venture capital and is the United States Representative to the OECD for Entrepreneurship where he actively works to export entrepreneurship. He is an alumnus of the 2005 Venture Capital Institute and currently represents the International Trade Administration on the Board of Advisors to the Latin American Venture Capital Association (LAVCA). Mr. Mitchell has also served as U.S. Secretary on bilateral venture capital working groups with the governments of Australia and the European Union. Mr. Mitchell, a speaker of Russian, has traveled to 36 countries.

At the International Trade Administration, Mr. Mitchell is responsible for:
  • Supporting foreign investments of U.S. venture capital firms
  • Increasing the exports of U.S. venture capital
  • Enhancing the competitiveness of the U.S. venture capital sector
  • Enhancing the profile and importance of venture capital issues within the Department of Commerce and The White House
